Vintage  Sailor Moon Super Chibi Moon  Finger Puppet Figure by Bandai Japan.

Small "SuperDeformed" or "SD" hollow Anime figures that fit on fingers were very popular in Japan the 90's. Most were sold in vending machines. There are many to collect from the Sailor moon series. 

This one is Super chibimoon.
